What is the Home Care & Hospice PAC? 

The Texas Home Care & Hospice PAC is a nonpartisan, not-for-profit state and federal Political Action Committee supporting lawmakers who believe that Americans should have access to quality home care & hospice services.


What are the PAC's goals?

  • To protect the future of home care and hospice in Texas through engagement and education
  • To build important relationships with lawmakers, educate them on our industry, and increase awareness for home care and hospice priorities

Does it work?

The answer is a resounding "yes!" See a list of things our PAC accomplished during the last fiscal year:

  1. Maintained access to Paycheck Protection Program (PPP) loans and the Provider Relief Fund which allowed home health providers to continue providing care during the height of COVID-19.
  2. Supported continued PHE declarations as COVID variants continue to drive up cases and hospital admissions in Texas.
  3. Supported passage of the FY 2022 Omnibus which extends Medicare telehealth authorities for a 151-day period following the end of the PHE, giving Congress additional time to address the issue through legislation.
  4. Advocated for additional co-sponsors on the Home Health Emergency Access to Telehealth (HEAT) Act (S. 1309/H.R.3371) legislation that would provide Medicare reimbursement for audio and video telehealth services furnished by home health agencies during PHEs; and the Choose Home Care Act (S. 2562 / H.R. 5514), a bill that creates an add-on to the existing Medicare home health benefit and would allow qualifying Medicare patients to receive post-hospital services in their homes.
  5. Submitted comments to the Centers for Medicare and Medicaid Services (CMS) on proposed hospice payment rule, which as finalized, hospices will see a 3.8 percent ($825 million) increase in payments for FY 2023.
  6. Participated in over 20 in-person meetings with Members of the Texas Congressional Delegation during TAHCH’s annual March on Washington at a time when the majority of offices were still only meeting virtually.
  7. Developed detailed comments for the CY 2023 Home Health Prospective Payment (PPS) rule that proposes rate cuts for Medicare home health services.
  8. Supported introduction of the Preserving Access to Home Health Act of 2022 (S. 4605/H. R. 8581), a bill aimed at halting CMS’ proposed payment cuts to home health agencies in 2023, and activated aggressive grassroots campaign to secure additional co-sponsors.
